Brig. Gen. James Muscatell, 403rd Wing commander, congratulates Chief Master Sgt. Eugene "Lee" Wilcox on his promotion. Chief Wilcox enlisted in the Air Force 27 years ago on the active-duty side. He joined the 403rd Wing in 1995 and has served in various capacities in the 403rd Civil Engineering Squadron, most recently as the chief of operations.
